The draw for the qualifying round was held on 25 January 2002 with the Europarque Congress Centre, in Santa Maria da Feira, Portugal. Fifty teams were being divided into 10 groups of five and each group played two matches towards all its opponents, on a home-and-absent basis.The qualifying structure was modified compared to earlier tournaments. The
